The outside dimensions are 8" x 11". About 1" in height. Usable surface = 7" x 10". I bought it as a make-up tray for my wife's collection of little perfume containers, etc. Hope this helps.

does it have a border around? it is not clear on the picture

It curves up a bit, so you can put small things on it and they won't roll off. I have eyebrow pencils and small things like that on it. But as far as a pattern around the border--if that's the question, the answer is no. It is a very nice piece, heavy and substantial and worth the price.

Is the etching only on the underside? I want a smooth, flat surface for my perfume bottles so they don't tip over.

It's a great perfume tray. The etching is only on the bottom, not on the surface.
