Does this come with a torque wrench?

No...with torque, you have to first look at the size and type metal of the threads of the screw, bolt, or ? you are working on. Then usually apply more torque to larger steel bolts. Always feel for any give of the threads and instantly stop. Pedals, axles, cranks, and the like need a lot of torque. On small screws and bolts a drop of Loctite 242 Threadlocker Blue is always a good thing.

Is the kit of good quality?

It was a gift for a kid and his first bike. I was very impressed with the quality for the price. Some was as nice as Park tools, so like mid level Chinese manufacture. It will last years but it isn't like the euro stuff. It is also a fairly complete kit.

Is there no lock ring wrench?
