What is the difference between rust converter and rust neutralizer?

Will it work on metal balcony rails by the ocean that are rusting

It will work on any surface with iron oxide (rust) present. It polymerizes with (just) the rust forming a dense black polymer. Works outstanding for wrought iron. Try not to get on anything NOT rusted, as it will not react the same for materials other than iron oxide.

can this be used on a cast iron wood stove?

It will definitely turn the rust into a hard surface. But I don’t know if it will take the heat of a woodstove. The woodstove surface reaches 500° plus.
