Size 6 lists 39-41 as the range. I am 38" What size is correct?

The size 6 should be a hip size of 38-40.

Are these Returnable / can I exchange them if they don’t work?

As a long-time panty-wearing guy I have owned and worn both the Jockey tactel hi-cut and the bikini. They both fit just fine, but – and this may surprise you – the bikini cut actually is more slightly comfortable and flattering.

I am right in between sizes (hips 44.5"). Should I size up or down? Are they snug or loose/stretchy?

I would round off the 44.5 inches to 45 inches and go with the size 8 for hips 45 to 47 inches. I bought my usual size 6, and they fit just right-not tight and not loose. These panties are more generously cut than Hanes panties.
