Q: Do I have to order 7 to 8 years if my daughter is 21 months but the measurements you have posted say from shoulder to croch she’s 18 inches?

21 months biggest i would go is 3t. Unless you have a super large child. But for my almost 3 yr old I ordered a 4t.

Q: Suggestion on how to best get the wrinkles out?

I would probably hand wash with cold water and hang or lay flat to dry.

Q: Size for a toddler who normally wears a 2t . should i order the 2-3 years?

It might be a little big but not too much. I got that for my two year olds and they could still wear it at 4 years old. It stretches.

Q: Can I order just 2 hairbands ?

Several people job Amazon sell packs of these cheap. I bought 20 for $6. So I’m sure you definitely can but I don’t think so from this retailer.
