Can it be used on a outside inflatable

Yes, I bought it for a large inflatable snowman but it wasnt powerful enough. Probably fine for a 4 foot one.

What in the minium dc volt operating range?

I'm using it at 6v and it is working perfectly for my purpose (Powered air respirator). Below 4.5v it struggles.

Would this work on a Lenovo M720q tiny computer?

I used in an inflatable yard decoration. You would have to measure and check the requirements of your machine.

I need to know which cable is positive and which is negative since they're both black cables? What voltage and amperage does this product run at?

This device is powered by 110vAC, so their is no "positive" and/or "negative" connection. As per the specifications in the AMAZON notes, "4w".
