Is this already built or this just the raw material?

This a sewing pattern that you use to sew/construct the piece of clothing. so it's not built and it's not the raw material. You have the fabric and everything else to make the costume. Thanks for your interest.

How much fabric would it take to make the largest size of the coat?

It calls for 3 3/4 yards of 45" fabric, or 2 7/8 yard of 60" plus 3/4 yard of either width for the contrast (the collar and lapels). I assume the lining would be about the same measurement.

This is not a vest and jacket this is the pattern so you can make your own. So if you sew a lining into it when you sew it then yes.
