Just to be clear, 2 count, pack of 8 means 16 individual vent clips?

Yes, that's correct. I use them on the dehumidifier in the basement and the heat registers to keep the whole house smelling clean and fresh.

Does this product come with clip and also with the scent?

Yes it has the clip & liquid freshener inside.

Do the case come with the air freshener ?

If by case you mean what is seen in the photo encasing the air fresheners, yes!

Does the fan or air conditioner of the vehicle have to be in the ON position in order for the product to smell? Or does the product smell without them

The air conditioner does not has to be on in order for the product to smell. The smell stays inside the vehicle even with the AC off.
