Q: Do these fit the m-1951 pants?

They are made for the M-65 field pants. I've never seen M-1951 pants liners. These button into the pants utilizing buttons in the waistband of the trousers. The buttons may not line up in other, older cold weather trousers. If they do not fit correctly, you can return them.

Q: My pant size is 36x30 what size to get??

You'll want the large short/reg.

Q: Would these be compatible with gi desert night camo pants that go over your regular pants?

Simple answer: NO. The Night Desert camo trousers are not designed for a liner--they don't have the buttons on the inside for such. They are designed only as over-pants to cover the daytime desert camo. Alternate answer: With some work, probably. With some modifications to the trousers, adding buttons inside, these liners could probably be utilized. Hope that helps.
