Would the size small fit an 18 month old?

I ordered the small for my 5 year old granddaughter & they fit perfectly. I think they would be too large for an 18 month old. I would go by the weight range.

Will these fit a 2 year old?

yes, it fits for 2-6 years old kids for boys and girls.
