The lanyard is fabric, similar to a drawstring/belt of a dress.

Would the zipper section hold car keys?

No. It is tight fitting for a couple of bills and a couple of coins. You could maybe put one extra house key not on a ring, but not car key with an electronic fob.

Is the base black or navy?

It is black the only color is the pattern on the outside
