Mine was not sealed when it arrived. That worries me for a baby health product. Does it usually come sealed?

This came without any type of seal on inner or outer packaging. Especially in covid times, it is so irresponsible to be selling these baby products without safety seals.

How to use it for drops not mist? I purchased it for drops but can only get mist, even turned upside down.
