Q: ?Can I make face mask with this

You can many things with mica powder. Not everything is safe. You need to do your own internet search to find what is safe.

Q: Could i use this to paint soap? for instance, i have unicorn soap and i would like to paint its hair with this.

The effect of painting soap may not be very good. Usually we add mica powder as a coloring agent in the process of making soap. The surface of the finished soap is relatively smooth, and the coloring effect is not ideal.

Q: Would this work mixed with some acetone or something to dye plastic or vinyl? Thanks.

I wouldn't even try it. These don't dissolve so much as they go into suspension, and they wouldn't soak into a plastic even with a strong thinner.
