Does this vest have reflector tape so its safe to use at night??

Yes it does have reflector tape the silver part. great quality. It runs a size large example a Medium is more like a large!!!

I’m 6-4 but only about 195 pounds. What size to only go over a shirt? I’m in Florida so no need to go over a heavy coat.

They run pretty big and are long. Med may fit you fine but I would get no bigger than LG for yourself sir..

It depends on what the construction site's minimum class and level requirements are. Since this is a Class 2 it's probably enough for construction. It's meant for traffic flowing around 20MPH, the next class up, 3, is meant for people who work on the side of roads around 40 MPH
