No, the pen is not dried out. Opti-Nail delivers a very thin layer of powerful solution that quickly absorbs into the nail surface. Your nail should have a visible shine which quickly fades as the solution dries. As long as you see some shine, you’ve applied enough. If you don’t see any shine, simply press down a bit harder with the applicator tip on your nail.
