How flexible is this 1 foot hose?

It's very flexible, could probably tie a knot in it if it were longer

Does this have male and female ends , as shown in photo?

Yes, the picture is accurate. In my case, I'm using it to connect to a regular hose end on a utility sink so I'm not really using the male end, but if I had another hose it would go right into a female end. This thing works well for me

Can this be used outdoors with a garden hose?

Yes, these are hose threads, so will work fine with hose bibs (garden faucets) and hoses. I used them in tight spaces to connect bibs to timers then to hoses or other piping without having to use hard pipe connections.
