"Two Pack" means two shots with ONE cartridge.
Been using the M26 and then X26 and now the CQ7. To be honest, I am not sold on the expense per cartridge vs 26 single shot. My one time use was a fail but having the second shot was a plus. For anyone just getting into Tasers, I think the x26c (for private persons) is probably your best open. The CQ7 is just a bit too large (and I am over 6ft tall) for comfort on duty belt or EDC/Concealed carry. I am also not sure why there is two shots but once you fire first, the second puts you back into single shot. Definite benefit is the drive stun feature without the need to remove your cartridge. I would probably be more in favor of this model if the cost per cartridge wasn't $90 plus.
