My CL3 is #16 so it will be smaller than #14. My 2 conductor #14 CL3 is very slightly over 1/4" at it's widest point.

Can u use this to wire up a LED light bar on a side x side?

Yes if you're using a correct size wire to the LED light bar, just wire the light color to color and run the wires to a switch. I wired my LED pods and lightbar in my grill on my truck using the 14/2.

I will be useing this with logitech z906 5.1 surround sound speaker system it has 12 guage,would going 16 guage be better?

Usually better to stay with the actual AWG size of the device. The smaller guage wire, though would work, might degrade performance.
