can this radio recieve and transmit on the murs channels ?

Can receive MURS, GMRS, and FRS, but not transmit.

Is this radio for amateurs?

If you mean HAM, yes. To operate it you have to be an FCC licensed operator with at least a Technician license (HAM). You can listen unlicensed but will likely have a van bristling with antennas show up if you use it illegally. It operates on 2 meter & 70 cm bands. Look around for videos or second-party instructions on programming. There are 2 guides included and you need the not very easy to use procedures in both to tune the radio and to store settings to channels. It's a good radio.

Is this radio water resistant

Short answer: Yes. Long answer: it's splashproof, but not submersible. I would be willing to use it in the light rain, but not out in full adventure on a boat or something. If you need higher water resistance, consider the VX-6, which I have. It's more expensive, but full IP67 submersible.

With the supplied antenna and using it in suburbia (trees, houses, flat topography) what range can I expect on 5W transmit?

On the second story you can expect to hit at least 6 miles, with a cheap Ed-Fong antenna I have hit over 90 miles with this radio
