Does the tl-pa8010 block the top outlet when plugged in the wall just like the tl-pa8010p (pasthrough) does?

The picture is correct. There should be 2, which form a complete set. I ordered 2 which came in 2 boxes and I got 4 total.

No. It doesn’t deal with WiFi at all, just your wired Ethernet.
