Can it be removed with acetone after setting up

It's almost impossible to remove from the skin on your fingers with acetone if it dries on them (wear gloves!) - no way it will come off a glued object after it dries - you have to scrub it off your skin with an abrasive pad. I use this stuff to glue golf club heads to shafts because of it's high strength - you can remove heads from shafts by heating up the old glue with a heat gun and using a special head puller, so you might be able to separate parts by heating them up after the glue cures - but DO NOT heat this glue to get it to dry or cure faster - when heated while still wet, it releases toxic fumes that will make your eyes and nose feel like you got hot peppers in them! (no smells or fumes if you let it air dry)

Which Loctite 380 would work for gluing rubber on a boat? Are any 100% marine grade?

I only know of one Loctite 380. It is simply a super glue that dries none-brittle. It may have a higher peel strength than regular super glue. I would do a test section. It works great but not on all surfaces.

Once applied, how much time do you have to work with this adhesive before it starts to set up?

Think of 380 as a super glue that is more flexible and less brittle. When the parts are pressed together it starts to set in minutes depending on how much pressure you apply. Until than it stays fairly liquid.

Will this bond PVC plastic to silicone rubber?

I can't say. I'd try silicone adhesive first.
