What are the straps for?

They're mainly there for the aesthetic of the design, but it is entertaining to pull on them here and there.

What size I'll need for this I'm 5'11 weight 138?

I bought this shirt for my granddaughter for Christmas. She said if you want a regular fit she would recommend a large, if you prefer a baggy/ loose fit go one size up. She is shorter than you and weighs under 100 lbs. She likes her shirts baggy/loose. She ordered a large and it fits just like she wanted it to fit.

Does it come with the necklace?

No, the necklace is not included.
