Q: Does the rubber part on back flake off when washing or drying? A real disaster for the machine if it flakes off!

I haven’t washed mine yet but, the backing isn’t a solid surface. It’s a series of small dots made from a slip resistant rubber type substance. It’s a very well made rug and I don’t see how any of the backing could come off in a washing machine.

I am not sure exactly which rugs you are referring to so we can't exactly compare them, but our rugs are flat woven without pile using premium recycled polyester.

Q: Can this be used on top of carpet? I'd like to use as entry way rug in basement near slider door but the area is carpeted.

I'm sure you can use this on a carpet. I don't see why not. It would be the same as putting any rug on top of a carpet.

Q: Do these rugs have a backing that is removed for washing?

No, they do not. The backing is part of the rug. You may wash the entire rug in cold water, in a front-load washing machine.
