No rust. Just made cheap. Handles on cups bend.

Are these heavy duty? The ones I have bend when scooping brown sugar and trying to pack it against container. Thank you

No they are light weight but I don't see them losing shape from packing brown sugar.

Are the measuring spoons flat bottomed?

No the spoons are round on the bottom.
