Can this be used on facial skin?

im not sure.. i read the ingredients before using and it has some of the same ingredients as facial and body lotions for dry skin.. as always do skin patch test

Would this help applied to razor rash on the bikini line area?

I would discourage it. Generally, dimethicone (key ingredient) is not great with recently shaved areas of the skin. I think this is especially true if the razor burn actually has some skin breakdown to it. That's such a sensitive area that I'd be hesitant to risk it (if so, I'd try a small area first and see how the area responds).
