Is this monitor 60hz or more?

It's recommended settings are 1920x1080 at 75hz according to the manual that comes with it. I don't know if it can go higher.

I hear that there are backlight bleed, so can I get more information about this problem?

It is an IPS panel so there will be more backlight bleed than a TN panel. This is just the nature of the technology. Personally I don't find it to be a problem and can only really see it when the screen is dark. That being said, there is variation from monitor to monitor.

What type of cable is needed to utilize the 75hz refresh rate?

The LG 24" Class Full HD IPS Gaming Monitor (23.8" Diagonal), Model # 24MP59G-P has a refresh rate of 75 Hz. Different cable types (HDMI vs DP for example) have different maximum bandwidths, based on the display protocol and protocol version. Up to 60Hz (60 FPS) they are all pretty much interchangeable, but for example, older HDMI cannot do 144Hz - you need the newer standards to support that. The HDMI standard was limited to 60Hz (60 FPS) for a long time at decent resolutions. It's only the most recent versions of HDMI that will do both good resolution and decent refresh rate. Technically it's not just a cable issue - its the end-2-end protocol specification. Check the specifications for the cables before purchasing them...^IFV

Is the tilting on the monitor stiff? I have it, but I'm always afraid to put pressure to tilt the monitor up.

It is a little stiff but I don't have any problems adjusting it. There isn't a huge range of motion for the tilt though.
