Do they come with rain covers or dry bags?

They don't come with dry bags. They're water RESISTANT

I have the Tusk saddle bags, can I purchase the extra small dry tail bag seperatly?

Yes you can. It's the 22 liter side load dry duffel bag. There is also a 10 liter though I returned it as it was simply too small to even hold my soft sided insulated lunch/6pack carrier. The 22liter hits the sweet spot in both size, function and appearance and I can attest from some overnight camping in torrential rain that it is waterproof. The Traverse packs, however, are only good against mild rain.

Can the pannier bags be used without the dry duffel? also does everything fit on a drz400 with the stock tool kit on the back?

Can definitely be used without the duffel. Not sure on DRZ fit, but they work on a KTM 300, CRF450 and WR250, so I imagine they will just fine. They have plenty of adjustment.
