Yes it can, ive used it to seal outdoor porcelain tilef step

Does it make the tiles slippery when wet (As stated in one review)?

I think it depends on what tiles you put it on. My understanding is if you apply to the really shiny tiles then maybe you shoudn't be, as they have good protection already, and can make them super slippy. We sealed some matt porcelain outdoor tiles and it worked a treat. A slight sheen and not slippery when it rains

Does this protect against water getting into / underneath the tiles?

Sorry I am not entirely sure what you are asking, the sealer soaks in and protects against moisture penetration. It would in turn stop moisture permeating through the porcelain from the base work underneath to some degree. Hope that helps. Nigel@Smartseal
