Can we buy just the receiver?

That would be a manufacturer question. I really don't know if the receiver will work without the base charging station. In all honesty I bought both together and they work just fine.

where can you buy extra cradle receiver?

Following is the link for Bur3069 charging base/USB cradle. https://www.amazon.com/dp/B07WHXCS73 It spends about 15-20 days to ship the USB cradle to USA. Amber NADAMOO Team

How to program the scanner to scan usps barcodes for only the tracking number and not the full 30 digit code?

This tool does one job - It translates a bar code into numbers displayed on your PC screen. Put those numbers into Excel, and you can use Excel's text facilities to manipulate the result.

Does this scanner need software or drivers installed on the computer for it to function?

No it is a plug and play system. I love this system because I not tethered to one location.
