Is the ink permanent? I want to use the stamp for entry into a party & don’t want it to wash off people’s hands too easily.

Semipermanent, if you put it on the outside of a hand I’m sure it would work better. The ink does however last quite a long time most definitely.

Can one refill the ink?

No, I haven’t been able to but I did buy a separate ink pad and you can buy these easily in any colour so I still use the same stamp but with a separate external ink pad when the ink runs out or dry.

How easy is this to rub off

It doesn’t rub off, it’s permanent ink.
