Q: Is this bright white or off white?

Mine is definitely not bright white. It is more of a cream color. It site up against my bright white deck, and there is a noticeable difference.

Q: Will it keep mice out?

No this doesn't close completely around the hinges. Mice can definitely get inside this box.

Q: Can you stake it to the ground?

No. You would have to drill through the bottom of the container in order to put stakes into it.
