Can this be used on longboard red pine?

No. This is made for hardwood only

Can it be used in marine grade Plywood to seal it?

This oil is not technically a sealant. It is a water-retarding treatment with added sun block in some formulations. Sealing marine grade plywood will require a different solution that this.

How do you apply this product? if i use a brush will it show brush strokes? if i sand first should i also clean?

With a brush - it soaks it uniformly and does not leave surface lines from the brush. If you sand, make sure dust has been blown or washed away first.

Will this bring back the original redish brown color?

It will definitely bring back the color. You must use the brightener with to achieve best results. If you have not treated wood in long time the results will not be 100% but with subsequent cleaning and application the color will come back very close to original
