How does this compare to the radial prod2 passive 2 channel direct box???

Radial is known for making great Active DI Boxes. For Passive, Countryman 85 is standard. I own a dozen of Art DI boxes both passive and active. For the price, they are great. Low noise and lots of functionality

Does this equalize sound levels?  i want movies/music to be at the same db level what cables and connectors are needed to work with my tv, ipad, pc?

This device grounds an ungrounded line (guitar cable) and outputs a grounded line (xlr cable). It does not affect volume/sound levels.  It seems that you need a mixer.  A mixer brings various sound inputs together and outputs one sound mix.  Each input needs a channel.  You will need to determine how many inputs you want at one time and buy a mixer with sufficient input channels.  You will adjust the volume of each channel to mix the volume for equal or unequal volumes.  Mixer inputs will be either guitar style or mic (xlr) style.  You will need to research the cable connectors you need for the various devices.  Consider a Yamaha MG6 mixer as a starting point.  Download the manual for reference.

Wanting to use these to run apple tv audio, ipod and pc audio to my x32. Will this do what I need?

The question is a bit broad, if you have compatible connections, it will pass the audio.  Your iPad on has a small connector for audio out.  You will have to verify that you can make the connections, the manual helps.

I haven't used it specifically for what you described, but I believe it will work.  You may need to engage or release the pads.  I typically use for keyboard LR output, or other line level output device(iPod, CD, decks, etc.) and have been pleased with the results.
