Can this puddle jumper be used on toddler that hasn’t yet learned to swim or is this for kids who are learning?

This is great for a toddler that does not know how to swim and those that are working on learning because it keeps them out of the water just enough to learn how to paddle their arms and kick their legs. It encourages them to hold their head up. It does not restrain their arms too much. My son has pretty much full range of motion which is great for a learning swimmer.
