As a professional painter. the thinner paint film with Halcyon and it's high gloss will show EVERY flaw and defect of the wood grain cabinets.  And it may not hold up well to frequent cleanings using normal kitchen and bath cleaning products.  Unless you prep the cabinets PERFECTLY it will glaringly show any flaws.  Better off using a very high quality Satin, Semi-gloss or hi-gloss kitchen and bath paint (acrylic-not polyurethane) from a reputable paint company like Benjamin Moore, Sherwin Williams, Pratt and Lambert, etc.  You will get a thicker cured paint film that will withstand years of cleaning and be less likely to chip as it retains its' flexibility to expand and contract with temp. changes. These paints are also much more forgiving in covering up flaws in the substrate.  Be sure to pre-prime with a sandable primer to get a flawless finish prior to top coating. After priming, sand carefully with 220 to 400 grit and wipe thoroughly with damp microfiber cloth to remove sanding dust.  Stay away from any product that claims to be primer and paint in one.
Use a high quality mini 1 inch diam x 4 inch wide roller (fiber cover..NOT FOAM)  and high quality brush (Purdy or 
Wooster).  Can also spray finish but remember meticulous prime coat and prep sanding are the key to any perfect top coat result.

Can I use this as a top coat for total boat makerpoxy? Used the makerpoxy for an exterior bar top.

can you apply this over oil-based stains?

Hello, generally speaking yes, but it is always a good idea to do a small test area first to make sure there are no compatibility issues. Make sure the stain is fully cured before overcoating. One stain we do know there are issues with is the Minwax brand. You cannot overcoat this stain with any varnish because of the wax it contains, that prevents anything from adhering to it properly.
