Is this product sticky? Or is there hair still manageable after application?

It's not sticky but kinda gives a slightly dry feeling. You're going to want to have your hair styled before you apply.

Is this spray safe to use on dyed hair?

I believe it is! It is like a colored “chalk” in spray form & washed out easily. I did not have any damage to my hair & it is colored.
