Can this be used on cats?

I use it on my dog’s paws, not sure I would try it on my cat.

Is this suitable for puppies? I have a 5 month old Chihuahua with cracked paws due to the cold weather!

I used it on my pomeranian puppy, her paws weren't cracked though so someone else might be able to advise there.

Can it be applied to all of the paw? Top of the paw as well as pads?

I have only used it on my dogs pads and his nose. Though I can’t see a reason why you wouldn’t be able to do the top of paw.
