Q: what is the diameter of the hole?

We have them stored away now for winter, but it was maybe .75 to 1 inch in diameter from what I remember

Q: Can these be spray painted?

I guess you could spray paint them, but depending on what you plan to do with them afterwards if the noodles are bent and actively used the paint would likely crack and start to peel off.

Q: It says in the description it’s ‘eco friendly’. How?

Honestly can't say yet. But I do use them outside year round. So can update later on how they breakdown.
