Soft tulle
Purchase two of these one for my 3 yr old and another for my 5year old. The dress is as described and fits as expected. The top is a super soft cotton blend and the bottom has a tulle over lay but it is a soft tulle and isn't itchy or scratchy like you imagine most tulle being. My girls love their dresses and I can hardly get them to take them off for me to evem be able to wash them lol. It is definitely well made and I would say the price is a good deal as well
