Q: Does it not come with a top or was mine just missing one?

It Does come with the over cap top. We always send the Full bottles with Sprayers and over caps to Amazon fulfillment center, and they Ship it to you. If you need a top with the over cap we will be glad to send one if you tell us where to send it.
