Will this adapter work with a newer usb c (not usb a) to lightning cable ?

No. It is designed to convert a newer ightning cable to the old style 30 pin connector only

I need to connect my old itouch to my 2022 car, will this connect the two so I can listen to music and control from car screen?

Assuming your old touch uses a 30 pin connection and your car has a lightning connector you will be able to play music from the touch. Regarding the car screen controlling the touch,I would say you have a 65% it will work. (You can always return it if it doesn't work. )

Will this work for connecting a newer iPad to a keyboard that uses a 30-pin to connect to it?

It worked for my old Ipod bought nearly 8 years ago so I think it will
