No, it would not stick to my wall at all with some texture.

Can this go over preexisting wallpaper without damaging it when removing?

Can’t really answer that but I can tell you that after a month it start coming down my wall I do not have texture wall so don’t know what happen but love the paper that I just staple it from the top can’t notice it and still have it up

Noooooo. It barely sticks to hard surfaces. :(
