Would this be suitable to cut tulle fabric?

I don't know for sure but I wouldn't think so. The cutter is a 2mm diameter rod which is heated to melt its way through polystyrene foam. I doubt that it gets anywhere near hot enough to burn through tulle fabric.

Is the tip of the needle round, square, rectangular?

It’s cylindrical with a flat tip and a crimp which holds the heating wire inside. Good bit of kit but go slowly as it bends easily, and wipe it off with a damp cloth after cutting to stop the plastic from sticking and burning on.
