Is the net strong enough to catch my budgie in her cage?

I don't think this net is big enough. If you turn out the lights a bird won't fly. locate her turn off lights then put a towel over her. That is what I used to do with my parakeet when it escaped. If you gently wrap the towel around her she is less likely to hurt her wings, or bite you.

Is this net soft enough for an axolotl?

It’s like any other fish net. It’s not extra soft. If you want a extra soft net you need a brine shrimp net.
