It says to measure 4" above your knee to get the size, but i don't see a size chart. if my leg measures 23", do i order a large?

Not a chance. Too thin with too little support. I missed the deadline to return.

Can these be washed in washing machine or must they be hand washed?

Have washed them many times in machine, with no issues, still work fine, I do not dry them in a dryer, usually air dry them.

can it be used in a pool?

Very firm and working fine...but seem a little coarse and rubs my knees if I wear them too long...
