What does it mean when it says "spa only" as an option for the 6 person? Does it come with everything included that is listed?

Yes..... comes with the spa, heater/blower, nice cover, chlorine dispenser, and extra parts. Everything you need except for the chemicals

Can this be used outside in the winter?

It is -13c outside. This is on a floating outdoor patio floor (sport court tile) we have the room sheltered by 30mm tarp walls to stop wind and used the gym mats under it for insulation and comfort. It holds heat no problem with insulated cover and when we use it the patio heater above it turns on to help keep the area above freezing. If you are going to use it then use it, keep it on because it takes hours to heat up from anywhere below 80.

Does it come with the cover?

The spa came with a cover in a different dark grey color. The cover doesn’t fit the 6 person tub like the description says
