Is the 45 MPH rating strictly a function of the tire specs, i.e. would better tires be the only criteria to upgrade to safe operation at higher speed?

Majority of the time on these trailers the limited speed is due to the tires. There are tires available in 12” size that are rated for 65 and even 81 mph.

Will it haul a 4 wheeler

It will depending on weight of 4 Wheeler. Check weight if 4 wheeler against trailer load capacity

Will a 275 gallon water tote fit on it? Measurements of the tote are 40x48

The dimensions would just fit. However, 275 gallons of water weighs 2,200 pounds. That is much more than the trailer is designed to hold. It is more suitable for lighter loads.

Anyone "try" to customize it for a golf cart carrier?

My thought is a golf cart is too heavy. I did modify mine for a kayak trailer and its great.
