I have no idea why people had bad reviews. The tab puncher is on point as describe and expected. Yes, you must have pre-cut paper. It's not a big deal. If you want to make book markers, you need to have your paper cut and ready to go "before punching". It's a no brainier. That said, the product is perfect and makes nice, clean and professional cuts. Not to mention, the whole is punch too.
