It may have an imperfect seal. Have you tried the second one in the set? They aren't a very expensive product but if both are leaking, I would return them.

They appear to be a thick hard plastic,Material is AS+ABS.

I use it for mascara and I'll clean it before use.

I have personally never seen "bulk mascara" sold to put in these tubes. What I have used the tubes for (they come with a mascara brush and an eyeliner brush [2 in each set]) is to apply oils (usually organic castor oil) to my eyelashes and along my lash line to help them grow. It does work but you have to be consistent every night.
