Yes, if your head is moving very quickly toward the observer. (see https://en.wikipedia.org/wiki/Blueshift) If, instead, your head is moving very quickly away from the observer, then your head will turn red.

I want to carry an item in front of me - not on my back as show in pictures. Is it possible to carry in front? Items is about 24x24x12 and 40 lb.

Not knowing how big you are, though it should work ok. You can configure the loop straps on the item the same as you would on your back, then just slide your arms in. It should help you support the weight, but the intent is to wear on your back for heavier loads. Your package is reasonably sized and only 40lbs, so I would believe you would have no problems and get the added support you need.
